I voted 2000 because I think it made most of the significant improvements to the Windows scene that XP takes credit for. IMO XP's biggest innovation was bringing the advancements that already existed in the NT series (including and especially 2000) to the home market, and made very few of its own besides a (admittedly iconic) user interface redesign.
