and is the usb c port totaly dead?

I develop with Unity so don't need to worry about that. At least I haven't had any issues even with standalone builds of games uploaded to Steam. If your optane is a m.2 i would swapnit with another ssd.
There is no point accerating a ssd.
You very likey could run linux it just would take a little bit. to setup optimus.
